TO keep more guns from being used in crime, Philippine National Police chief Director General Jesus A. Verzosa said tougher regulations in the issuance of Permit to Carry Firearms Outside of Residence (PTCFOR) will be implemented by the PNP as part of its gun control program.

Verzosa said he is also mulling the centralization of the neuro-psychiatric and drug tests for PTCFOR applicants to prevent fake examinations and stamp out unscrupulous independent testing centers.

Starting after midnight last Wednesday, all unexpired PTCFORs issued to licensed gunholders became valid anew as the nationwide gun ban ended.

Last January 10, Verzosa suspended all PTCFORs to keep guns off the streets as the PNP stepped up efforts to ensure the holding of an honest, orderly and peaceful election.

The nationwide gun ban officially ended with eight more civilians arrested for violation of the prohibition on the carrying of firearms and other deadly weapons just before the stroke of 12 midnight Wednesday, Philippine National Police spokesman Chief Supt. Leonardo A. Espina announced yesterday..

Espina said seven guns including a high-powered firearm and two bladed weapons were recovered from the gun ban offenders.

He said the arrest of the eight brought to a total of 3,049 the number of gun ban violators arrested since the start of the nationwide prohibition on the carrying of firearms last January 10.

Of the number, 2,777 are civilians while 272 others are government employees including 108 policemen and 70 soldiers.

Recovered from the suspects’ possession were 2,654 guns composed of 989 high-powered and 1,655 low-powered firearms; 826 gun replicas; 694 bladed weapons and 292 grenades and other explosives.

Meanwhile, a pro-gun group called A2S5 said that after attending the 2nd gun summit organized by the PNP last Friday “we conclude that our society today, despite intentions to the contrary is not ready for a total and complete gun ban or gunless society.’

PROVIDING FOR THE GOVERNMENT’S INTENSIFIED CAMPAIGN AGAINST

LOOSE FIREARMS

WHEREAS, the pursuit of peace and order has always been a past

government concern;

WHEREAS, the proliferation of loose firearms has remained as crucial

obstacle in the fight against criminality;

WHEREAS, as of May 2009, the Loose Firearms Estimate of the

Philippine National Police (PNP) show that there are an estimated One Million

One Hundred Ten Thousand Two Hundred Seventy Seven (1,110,277) loose

firearms nationwide: 559,326 firearms have expired/unrenewed licenses, 15,676

firearms are with threat groups, 5,762 firearms are with the criminal elements and

529,550 unregistered firearms are with the general population;

WHEREAS, statistics also show that from2004-2008, ninety seven

percent (97%) of all the crime incidents involving firearms were committed using

loose/unregistered firearms;

WHEREAS, pursuant to the duty of the state to protect its citizens and

maintain peace and order, there is a need to implement a National Firearms

Control Program that would reduce the number of loose firearms by an average

of three percent (3%) a month through the through aggressive continuing law

enforcement actions, to include a general amnesty for loose firearms;

WHEREAS, all loose firearms holders, be they with expired licenses

and/or unregistered firearms, shall be encouraged and be given an opportunity to

obtain the required firearms licenses through the Final General Firearms

Amnesty;

WHEREAS, this would reduce the chance of loose firearms being used in

election related crimes which may derail the realization of a peaceful, orderly and

credible electoral exercise in 2010;

WHEREAS, there is a need to synchronize the efforts of the PNP, the

Armed Forces of the Philippines (AFP), the Bureau of Customs (BOC), the

National Bureau of Investigation (NBI) and all other Law Enforcement Agencies

to ensure success of this intensified campaign against loose firearms.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the

Republic of the Philippines, by virtue of the powers vested in me by law, do

hereby order this intensified campaign against loose firearms:

SECTION 1. The AFP, NBI, BOC, the Philippine Ports Authority, the Philippine

Drug Enforcement Agency as well as all other Law Enforcement Agencies are

hereby mandated to conduct continuing and intensified law enforcement actions,

independently or jointly with the PNP, to confiscate and seize all loose firearms;

SECTION 2. A Final General Firearms Amnesty will be implemented for a period

of one month, from October 1 to 30, 2009. All individual and juridical entities may

renew their expired licenses and/or register their unregistered firearms with the

PNP.

SECTION 3. The PNP Chief shall issue such Implementing Rules and

Regulations (IRR) to effectively carry out the intents of the Final General

Firearms Amnesty, subject to the approval/concurrence of the Secretary of the

Interior and Local Government.

SECTION 4. The National Law Enforcement Coordinating Committee

(NALECC), in coordination with other concerned government agencies, shall

review existing firearms laws and regulations and propose necessary

amendments to institute an effective National Firearms Control Program.

SECTION 5. All orders, issuances, rules and regulations or parts thereof

inconsistent with this Executive Order are hereby repealed or modified

accordingly.

SECTION 6. This order shall take effect immediately.

DONE in the City of Manila, this 7th day of July in the year of Our Lord, Two

Thousand and Nine.

The most famous gun of the Walther PP series is the Walther PPK. PPK is a German acronym meaning Polizeipistole Kriminellmodell (Police Pistol Detective Model). Sometimes, the acronym Polizeipistole Kurz (Police Pistol Short) is given, but this interpretation is incorrect. The Walther PPK is a smaller version of the PP (Polizeipistole) and has a shorter grip and barrel as well as a lower magazine capacity.

Walther PP pistols were among the most important developments of the inter-war period. Produced between 1929 and 1945 in significant numbers, these pistols, along with the smaller PPK, were widely used as police and military guns in Hitler’s Germany. After the war, production of the PP and PPK pistols was resumed in France by Manurhin under German license. Later on, production was returned to the re-established Walther factory in the city of Ulm ab Donau (pre-war Walther factory was located in the city of Zella-Mehlis), and these pistols have seen widespread use by civilians and police, as well as for personal defense by many non-infantry officers in several European armies. Very close copies of the Walther PP were manufactured after the war by East Germany, Hungary, Romania, Turkey and USA. Walther PP, PPK, and PPK/S pistols are now manufactured in the USA by the Smith & Wesson Company under license from Walther.

The Walther PP is blowback-operated pistol with a fixed barrel, usually of all-steel construction. A few aluminum-framed PP pistols were built in Germany before the war, and stainless steel versions are manufactured in the USA under Walther’s license since the mid-1980s. The trigger is double-action, with an exposed hammer and a frame-mounted manual safety/decocker. The lockwork is somewhat complicated; it has many small parts and pins. Sights are fixed, with the rear sight blade dovetailed into the slide. Magazines are single-stack. The magazine release button is located at the left side of the frame, just below the slide and in front of the grip panel. Walther PPK pistols are fitted with a loaded chamber indicator, made in the form of a small pin that protrudes from the rear of the slide (above the hammer) when a cartridge is in the chamber. The Walther PPK pistol is made in 7.65mm (.32ACP) caliber and 9mm Kurz (9x17, .380ACP).

AN ACT AMENDING THE PROVISIONS OF PRESIDENTIAL DECREE NO. 1866, AS AMENDED, ENTITLED "CODIFYING THE LAWS ON ILLEGAL/UNLAWFUL POSSESSION, MANUFACTURE, DEALING IN, ACQUISITION OR DISPOSITION OF FIREARMS, AMMUNITION OR EXPLOSIVES OR INSTRUMENTS USED IN THE MANUFACTURE OF FIREARMS, AMMUNITION OR EXPLOSIVES, AND IMPOSING STIFFER PENALTIES FOR CERTAIN VIOLATIONS THEREOF, AND FOR RELEVANT PURPOSES."

Section 1. Sec. 1 Presidential Decree No. 1866, as amended, is hereby further amended to read as follows:

"Sec. 1. Unlawful manufacture, sale, acquisition, disposition or possession of firearms or ammunition or instruments used or intended to be used in the manufacture of firearms or ammunition. — The penalty of prision correccional in its maximum period and a fine of not less than Fifteen thousand pesos (P15,000) shall be imposed upon any person who shall unlawfully manufacture, deal in, acquire, dispose, or possess any low powered firearm, such as rimfire handgun, .380 or .32 and other firearm of similar firepower, part of firearm, ammunition, or machinery, tool or instrument used or intended to be used in the manufacture of any firearm or ammunition: Provided, That no other crime was committed.

"The penalty of prision mayor in its minimum period and a fine of Thirty thousand pesos (P30,000) shall be imposed if the firearm is classified as high powered firearm which includes those with bores bigger in diameter than .38 caliber and 9 millimeter such as caliber .40, .41, .44, .45 and also lesser calibered firearms but considered powerful such as caliber .357 and caliber .22 center-fire magnum and other firearms with firing capability of full automatic and by burst of two or three: Provided, however, That no other crime was committed by the person arrested.

"If homicide or murder is committed with the use of an unlicensed firearm, such use of an unlicensed firearm shall be considered as an aggravating circumstance.

"If the violation of this Sec. is in furtherance of or incident to, or in connection with the crime of rebellion or insurrection, sedition, or attempted coup d'etat, such violation shall be absorbed as an element of the crime of rebellion, or insurrection, sedition, or attempted coup d'etat.

"The same penalty shall be imposed upon the owner, president, manager, director or other responsible officer of any public or private firm, company, corporation or entity, who shall willfully or knowingly allow any of the firearms owned by such firm, company, corporation or entity to be used by any person or persons found guilty of violating the provisions of the preceding paragraphs or willfully or knowingly allow any of them to use unlicensed firearms or firearms without any legal authority to be carried outside of their residence in the course of their employment.

"The penalty of arresto mayor shall be imposed upon any person who shall carry any licensed firearm outside his residence without legal authority therefor."

Sec. 2. Sec. 3 of Presidential Decree No. 1866, as amended, is hereby further amended to read as follows:

"Sec. 3. Unlawful manufacture, sale, acquisition, disposition or possession of explosives. — The penalty of prision mayor in its maximum period to reclusion temporal and a fine of not less than Fifty thousand pesos (P50,000) shall be imposed upon any person who shall unlawfully manufacture, assemble, deal in, acquire, dispose or possess hand grenade(s), rifle grenade(s), and other explosives, including but not limited to 'pillbox,' 'molotov cocktail bombs,' 'fire bombs,' or other incendiary devices capable of producing destructive effect on contiguous objects or causing injury or death to any person.

"When a person commits any of the crimes defined in the Revised Penal Code or special laws with the use of the aforementioned explosives, detonation agents or incendiary devices, which results in the death of any person or persons, the use of such explosives, detonation agents or incendiary devices shall be considered as an aggravating circumstance.

"If the violation of this Sec. is in furtherance of, or incident to, or in connection with the crime of rebellion, insurrection, sedition or attempted coup d'etat, such violation shall be absorbed as an element of the crimes of rebellion, insurrection, sedition or attempted coup d'etat.

"The same penalty shall be imposed upon the owner, president, manager, director or other responsible officer of any public or private firm, company, corporation or entity, who shall willfully or knowingly allow any of the explosives owned by such firm, company, corporation or entity, to be used by any person or persons found guilty of violating the provisions of the preceding paragraphs."

Sec. 3. Sec. 5 of Presidential Decree No. 1866, as amended, is hereby further amended to read as follows:

"Sec. 5. Tampering of firearm's serial number. — The penalty of prision correccional shall be imposed upon any person who shall unlawfully tamper, change, deface or erase the serial number of any firearm."

Sec. 4. Sec. 6 of Presidential Decree No. 1866, as amended, is hereby further amended to read as follows:

"Sec. 6. Repacking or altering the composition of lawfully manufactured explosives. — The penalty of prision correccional shall be imposed upon any person who shall unlawfully repack, alter or modify the composition of any lawfully manufactured explosives."

Sec. 5. Coverage of the Term Unlicensed Firearm. — The term unlicensed firearm shall include:

1) firearms with expired license; or

2) unauthorized use of licensed firearm in the commission of the crime.

Sec. 6. Rules and regulations. — The Department of Justice and the Department of the Interior and Local Government shall jointly issue, within ninety (90) days after the approval of this Act, the necessary rules and regulations pertaining to the administrative aspect of the provisions hereof, furnishing the Committee on Public Order and Security and the Committee on Justice and Human Rights of both Houses of Congress copies of such rules and regulations within thirty (30) days from the promulgation hereof.

Sec. 7. Separability clause. — If, for any reason, any Sec. or provision of this Act is declared to be unconstitutional or invalid, the other Sec.s or provisions thereof which are not affected thereby shall continue to be in full force and effect.

Sec. 8. Repealing clause. — All laws, decrees, orders, rules and regulations or parts thereof inconsistent with the provisions of this Act are hereby repealed, amended, or modified accordingly.

Sec. 9. Effectivity. — This Act shall take effect after fifteen (15) days following its publication in the Official Gazette or in two (2) newspapers of general circulation.

Rule 1
ALL GUNS ARE ALWAYS LOADED
The only exception to this occurs when you have a firearm in your hands and you have personally unloaded it for checking. As soon as you put it down, Rule 1 applies again.

Rule 2
NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY
You may not wish to destroy it, but you must be clear in your mind that you are quite ready to if you let that muzzle cover the target. To allow a firearm to point at another human being is a deadly threat, and should always be treated as such.

Rule 3
KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET
This we call the Golden Rule because its violation is responsible for about 80 percent of the firearms disasters we read about.

Rule 4
BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
You never shoot at anything until you have positively identified it. You never fire at a shadow, or a sound, or a suspected presence. You shoot only when you know absolutely what you are shooting at and what is beyond it.

Function Checking an M-1911

The following steps are necessary when evaluating any M1911-type pistol that you plan on purchasing, in order to verify that the pistol is in safe working condition. Even if you have no plans to ever shoot the pistol, by verifying the working condition of the gun you will get an idea as to its true condition, and also feel assured that you are buying a real working firearm and not just an expensive paperweight. If the pistol fails these safety checks and you plan on purchasing it anyway, you MUST either have it repaired by a competent pistolsmith or else make sure that live ammunition is never fired in the pistol. Either find a tasteful way to mark it as being "not safe to fire", or else disable the firing mechanism completely.

It should also be understood that merely passing these safety checks does NOT guarantee that the pistol in question is safe to fire. Due to other factors such as improper headspace, metallurgical flaws, etc. it is still necessary to have a pistolsmith check the firearm over before firing live ammunition in it. These safety checks are merely for your use at the time of sale, in order to do a quick verification that there is nothing seriously wrong with the pistol. Once again, have a pistolsmith check over ANY used gun you buy before taking it to the range!

SAFETY WARNING: Performing these checks involves actuating the pistol's firing mechanism. DO NOT attempt any of these checks if you are not completely familiar with the operation of a 1911-type handgun. These checks are also only applicable to U.S. military-issue M1911/M1911A1 pistols, NOT any other types or models of firearms even if they may appear similar in appearance or operation. DO NOT ATTEMPT THESE CHECKS UNTIL AFTER YOU HAVE MADE ABSOLUTELY CERTAIN THAT THE GUN IS UNLOADED. IF YOU ARE NOT SURE HOW PROPERLY UNLOAD THIS TYPE OF PISTOL YOU MUST FIRST SEEK THE ADVICE OF A QUALIFIED INDIVIDUAL. THE AUTHOR OF THIS WEBSITE HAS NO CONTROL OVER YOUR USE OF COMMON SENSE AND KNOWLEDGE OF FIREARMS, AND AS A RESULT NO LIABILITY IS EXPRESSED NOR IMPLIED. Safety involving the following procedures is SOLELY the responsibility of, and can be controlled only by the person actually handling the firearm.

		SAFETY FIRST : DO NOT attempt any of the following safety checks until you have made ABSOLUTELY certain that the gun is unloaded! Point the gun is a safe direction, then: 1. FIRST completely remove the magazine. 2. Lock the slide back, engaging the slide stop. 3. LOOK into the chamber to ensure that no live round is present. Feel into the chamber with the tip of your little finger if you have to. Even after verifying that you are holding an unloaded gun, always keep the pistol pointed in a safe direction while performing the following tests.
		BASIC TEST: Slide forward, hammer cocked, thumb safety off, holding pistol normally with firing hand. Pull trigger- hammer should fall.
		FUNCTIONING TEST: Still holding gun in the firing hand, leave trigger pressed and pull slide back.
		Release slide, keeping trigger pressed. Hammer should now be fully cocked. Release trigger, then pull it again. Hammer should fall.
		HALF-COCK TEST: Using thumb, pull hammer back until the first audible click. Hammer should be at half-cock notch. Grip gun normally, attempt to pull trigger. Hammer should NOT fall for any reason, unless the gun is a Series 80 commercial. These guns have a re-designed half-cock notch that engages near the at-rest position, thus the hammer cannot fall hard enough to strike the firing pin with force. MILITARY GUNS WILL ALWAYS USE THE OLDER HALF-COCK NOTCH, WHICH SHOULD NEVER ALLOW THE HAMMER TO FALL.
		SEAR ENGAGEMENT TEST: Lock the slide back, grip gun normally, then release the slide stop, allowing slide to slam home with force. The hammer should NOT fall for any reason. If it does then the hammer/sear engagement is too weak. Repeat test once again to be sure. Note: The gun's current owner may not appreciate seeing the slide being slammed home on an empty chamber in this fashion, even though it is a critical safety check. Tell the owner what you intend to do beforehand and why, and limit it to one or two attempts.
		THUMB SAFETY CHECK: Holding gun normally with firing hand, slide forward, hammer cocked, thumb safety ON. Attempt to pull trigger. The hammer should not fall, nor should you feel any perceptible movement of internal parts. If you squeezed the trigger and it didn't come to a quick, hard stop (i.e. the trigger felt mushy) then there may have been some sear movement. Release trigger, disengage thumb safety. Hammer still should not fall. If it does the thumb safety and/or sear is faulty.
		GRIP SAFETY TEST: Hammer cocked, slide forward, thumb safety OFF. Hold the gun so as to not depress the grip safety. Attempt to pull trigger. Hammer should not fall. If it does the grip safety is worn or has been deactivated.
		DISCONNECTOR TEST: Slide forward, hammer back, thumb safety OFF. Grip gun normally with firing hand, while pulling slide back 1/4" with support hand. Pull trigger. Hammer should not fall. Repeat test by pulling slide all the way back, then releasing it slowly, pulling trigger every 1/2" of slide movement. The hammer should NOT fall until the slide has returned to the full forward position. If it does then the disconnector is worn. DO NOT fire the pistol until it is repaired, or else it may possibly go into firing uncontrollable bursts or go completely "full-auto".

Link and pin...Recoil guide rod head...Front frame rails and impact surface... Slide (cracks) all corners and in the ejection port...Extractor tension check... Firing pin stop (cracks) in the corners and in the firing pin hole...Firing pin, for signs of wear or deformation on both ends...Plunger tube for looseness... Perform all safety checks...Locking lugs in barrel and slide for any signs of radiusing, flanging, peening, or obvious deformation...Lower lug for cracks at the front and rear adjacent to the barrel...Lowr lug feet for signs of peening and/or deformation...Slidestop for impending failure at the junction of crosspin and arm...Barrel bushing for signs of cracking at the junction of the tube and flange, peening and/or deformation of the lug.

Lubrication:

Don't over lubricate. Oil is a dirt/girt magnet and the result is an effective lapping compound. A little is good...A lot is NOT gooder.

Two drops in each frame rail...A drop on the cocking/disconnector rail in the slide...A drop between the cocked hammer and frame for the hammer hooks and sear...A drop on the link...A light smear on the bushing OD and ID...A drop on the thumb safety lug(when removed) A drop on the slidestop crosspin...A drop on the top of the disconect...A light smear on the trigger bow(When removed) Push the mag catch button and put a small drop on the right side and work it in...Firing pin...LIGHTLY..with slightly oily fingers...Firing pin spring...LIGHTLY...with oily fingers...A light smear on the extractor with oily fingers...One drop in each locking lug in the slide...Wipe the surface down with a lightly oiled cloth, and follow with a dry cloth. Yes. Stainless pistols too. Lightly oil all pins whenever the pistol is detail-stripped. If you don't know how to detail-strip the gun...learn to. I can help.

Carry guns should be maintained each time they are fired. Though detail-stripping each time isn't necessary, do it at 500 rounds or quarterly..whichever comes first. Cheap insurance. Carrying a gun concealed exposes it to a lit of lint and dust. Lightly re-oil the frame rails weekly.

Safety/function checks:

Hold the trigger to the rear and hand-cycle the slide briskly. Release the trigger and listen for the disconnector to reset. It will be a light click. Engage the thumb safety, and pull the trigger with about double the amount of force needed to cause the hammer to fall. Hold the left side of the gun to your ear and slowly pull the hammer past full-cock. No click should be heard. A click means that the safety isn't blocking the sear correctly. With the hammer cocked, push the slide rearward an eighth of an inch and pull the trigger. The hammer should not fall. This can be done with the recoil spring out.

Point the gun straight down and perform grip safety check by pulling the trigger without depressing the safety. Hammer should not fall. If it does, the right leaf of the sear spring is allowing the safety to disengage by gravity and should be fixed. Holding the gun parallel to the floor doesn't give you a true test of the grip safety because the gun isn't carried that way.

Load one dummy round in the magazine...or a live round if you're very careful...release the slide with the slidestop. Repeat by releasing the slide by hand. Hammer should not fall.

Lower the hammer to half-cock...empty gun please...push on the hammer fairly hard. The hammer should not slip past the half-cock notch/shelf.

After detail-strip cleaning, put a new pencil in the bore, eraser first. Point the gun straight up and pull the trigger. The pencil should be propelled from the bore approximately 1-2 feet. Repeat 3-4 times to get an average.
